- SIOUX CITY | A Sioux City mental health counselor's license has been suspended indefinitely because of accusations he had romantic relationships with two of his clients. The Iowa Board of Behavioral Science ordered that Mark Garlick must return his mental health counselor license to the board on June 17. He has until then to transition his clients to new providers. The board brought seven charges against Garlick in November, and Garlick waived his right to a hearing in front of the board before the settlement agreement and final order was entered
