- WILBERFORCE, Ohio - Central State University, which has overcome serious enrollment and financial challenges, began the school year today with 683 new freshmen students. About 40 percent are from outside Ohio, and 30 students are from the Bahamas. Ohio's only public, historically black college is also working to be annexed into Xenia, to lower costs and increase opportunities. The school took a new tack last year and reduced the annual charge for out-of-state students from $14,000 a year to $6,340 a year, only $100 more than the cost for in-state students
